On a fast day kids or adults who are not fasting do they wash as normal negel vasser or do they also wash up to their fingertips only and wash the rest when the holiday is over? I am not sure if the washing is related to eating or the holiday in itself. Thanks.

Washing is not related to fasting. Kids should also wash only to the knuckles and not wear shoes
