Passing the pencil test means that the pencil drops to the floor.

Failing the pencil test means that the pencil stays where you put it.

I passed the pencil test until I gave birth and started breastfeeding. I needed a bra long, long before that. I agree with the suggestions of soft bras. Buy something without underwire. You don't even need defined cups, just something that gives a little support.

I work at a girls overnight camp and I agree, it depends on the girl (and not whether she needs it or not).

There are a number of 10 year olds who TOTALLY don't need it, who come to camp with the little sports bras. From my experience, it's the less yeshivishe/more exposed girls who want them earlier but that is just a generalization. So, yes, I would already pick up the sports bra types they sell in target for a 10-11 year old and she can wear them if she wants to/if that's what her classmates are doing. . .

Once she really "needs" a bra, I would buy the real stuff.

When I was a kid we went straight in to the real bras from lingerie stores (not the flimsy little target ones) and it was when we were older and needed them but I think the trend now is to wear them earlier and before it's really necessary. Again, I do see this trend more in the "less yeshivish" world.
