at what age do children usually have number and alphabet recognition?

A lot depends on what they're taught. It would be normal for kids to recognize all ABC's and numbers through 10 (at least) by 5, but if a child wasn't taught then that wouldn't indicate a problem with the child necessarily, as much as a lack of teaching.

ya so im wondering at what age they are supposed to have taught that?
they know the numbers and alphabet but dont really have recognition of it at 3.5. is that ok?

Who's "they?" You? Most preschools haven't taught numbers and letters that thoroughly by 3.5. On the home front, this is a good age to play games and read books involving the ABCs. But yes, it's really very typical for a 3.5 year old to not know all the letters and numbers yet. If you've been exposing her to them then she should probably recognize at least some by now. If that's the case, keep going. If you haven't been doing much exposure, now is a great time to start. Definitely too young to worry. By 3.5 it's good if they know shapes, colors, and other things in their world (fruits and vegetables, animals...)

If they've never seen or noticed numbers or letters, they won't be able to learn about them. Point out numbers and letters that you see- in elevators, outside, in books, in games. Read them alphabet and number books. Some kids do pick it up by this age, but it's not a concern until kindergarten or somewhere around there.
