I spent about 200 dollars today at kohls. Then when I got home I saw they have a 20% off coupon in store online that ends today. Is it tacky to bring it back this evening to ask for the discount?

If its on a credit card, call and ask for a price adjustment. Not tacky at all.

It is not tacky to bring it back-it is the same day after all, but they might make you return it all and repurchase it, which can be time consuming.Hopefully they will it adjust it on the phone, but that may take quite a while too.

I don't know that store's policy, but some stores actually encourge you to do it.
They are hoping that you will spend more, because you now think that you have "extra money". It's psychological. While you're there and you have a store credit in your hand, why not go look at a new hat? They're also hoping that this new hat will cost somewhat over what your refund was, and they will make a nice profit.

They wouldn’t make the adjustment over the phone but maybe I will go back tonight.

J Crew will make the adjustment if the item is cheaper on line. You have one week I believe.

Absolutely do it! 20% on 200$ is 40$, right? I can think of plenty of things what to do with those 40$.
