I saw a newborn baby's stroller dressed up as haman leading the horse - the back had a standing haman, the rest of the stroller covered as a horse with horse head at the front. Tiny little baby lying in the middle. Looked amazing.

An idea can be creative but if it's not well-done or looks amateurish, then I wouldn't call it "best costume." And vice versa: can be a theme that is overdone, yet still be an amazing costume when done well. It's hard to name what costume was great without posting photos.

Personally, I really liked and appreciated Chavi Wertzberger (@from_the_kitchen_of_chavs)'s costumes

My sister and her husband.
He was a painter she was the picture. She painted a picture of herself and cut out a circle for her head. She put it over her face and it really looked like a portrait.
They gave out three kinds of chickens on a stick...paintbrushes and three condiments in paint containers. So creative.

I saw a costume that looked liked Vincent Vangogh the artist
they dressed up as character's from his painting and held frames around them
I just watched a movie loving vincent . the movie was about his life .
