Are there any agencies out there that pay a set salary per month? And for those of you that log the hours how do you manage the months where there are long stretches of no work like pesach and succos?

There was a woman in a schook I used to work in that had a set salary. That being said, I would imagine it was close to what she'd have gotten had she worked on an hourly rate.
There is no good answers to your second question. Realistically, there are at most 8 billing months a year. When you account for all the yomim tovim, winter break, snow days,absences, and the summer, there are so many non billable days. It's easy to say to take off 20% of your salary on a "regular" month to save for a short month, but that's easier said than done.
