Word 2007 to 16 conversion & Hebrew text

Posting this for a former high school computer studies student who calls me now & then with a computer question. I don't know 2016 well enough to help her (well, actually, at all. Nor have I by any means mastered the quirks of Word when you insert Hebrew into English text.)

Bekitzur, she has a 120 page document typed in Word 2007, and she created a macro to place her footnotes. Now she's converted the document to 2016, and any time the footnote was attached to a Hebrew work in the main text, Word insists on placing the Hebrew word at the end of line of text, no matter how many times she tries to cut and paste it into the proper place.

Is there anything she can do, perhaps a search & replace macro in the original, or anything else that might salvage all her work?
