If you just want a small, inexpensive hall and you will get your own caterer, I recommend either the Alumim hall in Ramat Eshkol as someone else posted or the Ohr Hatzafon Hall - address is Avinadav 19, right off Bar Ilan.
Ohr Hatzafon is not as nice as the Ramat Eshkol hall but it is more central, as long as you don't need parking.
For caterers, Easy Does It (as mentioned above) or Rochy Victor Catering. 011-972-2-532-2773

For that small of a crowd I'd really suggest looking into a restaurant. Many have private rooms for events. I don't know about the hechshers in all these places, but I'd suggest you look into Caffit, Luigi, Anna Ticho, Agas Vitapuach, Piccolino... There's many more.

I'm so grateful for all your suggestions. I'm looking into the Ohr Hatzafon Hall, but so far, I haven't been able to find their contact information.
I looked into the restaurants, but I'prefer fleishigs over milchigs. If there are any that you recommend, please let me know.
