The MOH has been giving very contradictory guidelines. It just depends who you get on the phone. I've heard some pretty crazy stories of people getting contradictory test results as well. B"H our country did very well in the first wave, that does not negate the fact that currently, the policies are a mess, and I don't see any police enforcing the few policies they do have in place.
On the other hand, I wouldn't quote R' Kanievsky without hearing it firsthand, or some sort of documented proof.
