Normal for a child to be alone in the house

I have a neighbor who leaves her kids home for hours at a time. The oldest, 12. The youngest, 3. I really don't feel comfortable with her doing that.Even when they had no school, this was the case. The kids seem ok , but I don't feel it's right.
Our state (NY) doesn't have any laws about leaving children alone

I have a neighbor who used to do this. I think her oldest was 10 or 11 at the time. Until one of her kids called 911 and the cops came. She got a very strong warning and never did it again.
