My 5 year old has weekday shoes, shabbos shoes and snow boots. The only ones that I spent significant money on was the weekday shoes. The others I get on sale or at a resale store.

2 pairs of shoes. I find crocs fantastic, but some kids are happy going barefoot at home. Also, if they play outside in their crocs then the shoes last a lot longer.
Boots are a total bonus. My child got one pair as a gift but they sized up so she can wear it for two years, and if I had storage I'd put it away for another child. As a little kid I got boots from older siblings, I only got my own first pair in about 4th grade or so.

I guess I'm the odd one out, my son has crocs and that's it
He refuses to wear sneakers to school
We haven't been anywhere on shabbos in months, and if we take a walk he wears...crocs
If it's wet out he wears...crocs
No snow here

Usually 4 pairs in all:
Weekday shoes (sneakers)
Rain Boots
Natives in the summer, winter boots in the winter
He doesn't have shabbat shoes right now because it's such a big deal to get him to wear them (he prefers his weekday shoes more) and we aren't going to shul or out to eat anywhere on shabbat due to COVID anyway. But usually he would also have a pair of shabbat shoes.

I think Shabbos shoes are worthless- pre covid kids played on playgrounds, in the shul yard, backyards etc. they need sneakers for that. The poor kids whose mothers insisted on fancy shabbos shoes (I know the moms and they were likely the ones to insist) were slipping, falling etc. my kid wore either sneakers or school shoes,
It doesn't snow here. And it doesn't rain enough to make rain boots worth it. Some people do but it rains a handful of times. (I have winter boots from when I lived on the East Coast but I haven't worn them and I don't have rain boots.)

But it’s almost impossible to know in advance if you’ll need boots. When I waited for snow to be forecasted my kids ended up with the last pair of boots in target they always seemed to be for the wrong gender.
I think I do best buying gender neutral boots (black, grey, navy blue) from lands end on sale and then just pass them done because they are barely used. This way we have them just in case.

at age 5 my ds had regular shoes, galoshes (overshoes) for rain and snow, and flipflops for around the house. our whole family has feet that are hard to fit and we're forced to buy expensive shoes, so if we found a pair of weekday shoes that fit we counted ourselves lucky. We don't buy shabbos shoes for the kids till they're old enough to want them or need them. They don't go to shul for more than a few minutes till they're old enough to sit quietly in place, which is also about the time that they're old enough to daven out of a siddur.
