Of course you need to ask a Rav, as each case is different, but there are very short term illnesses where a person can dehydrate if they don’t drink. In that case, I’d assume they can do shiurim (but I’d ask). I know people who have done shiurim because of mental illnesses as well.

My husband once had an infection on YK and was told to do shiurim but he couldn't bring himself to do it. Rabbonim will probably be busy all day poskening this.

There is a letter signed by Rabonim in Belz, Satmar, Skver etc. that says the following (and also says to ask your own shaila)
1. Anyone above 60 or with diabetes, high blood pressure, who is immune compromised, etc. who is experiencing COVID19 symptoms (with fever or strong muscle pains or extreme weakness, etc.) should have shurim on Yom Kippur and if the person feels like it is not enough should eat regularly.
2. Anyone who has COVID19 symptoms who is also experiencing breathing difficulties/shortness of breath should have shiurim and if necessary to eat regularly.
3. Anyone who has COVID19 symptoms and really does not feel well should have shiurim.
4. People who have mild COVID19 symptoms can/should take intravenous fluids.
5. Women in their third trimester that only have mild COVID19 symptoms should take intravenous fluids. If they feel the need, they can have shiurim.
Whoever will be having shiurim should start in the morning and discuss the timing with their own dayan, etc.
Then it states other information.
