Lets straighten out the facts. I work with the army, so I know first hand.
The army gives all recruits a tetanus and meningitis vaccination at the induction center. Minus recruits who refuse.
They can refuse - I work in an army setting and have come across soldiers who did refuse. The army tries to convince them but if they keep refusing the vaccinations on their own responsibility, that gets put in their file and that's it.
Some professions in the army require additional vaccinations, like food workers (cooks etc.), vaccination against hepatitis a, if they have no documented previous vaccinations or antibodies.
If someone refuses, he can't be a cook. End of story.
Medics and some groups of combat soldiers have to get hepatitis b vaccine. No vaccination - gets turfed to a different job. End of story.
