She is not academic and is constantly bored! I don't have a lot of money so what could be a hobby for her?

Baking/ food decorating. Art/painting. Maybe let her watch tutorials, or books instead of expensive lessons.

My daughter too6l a lifeguarding course one winter when she was bored.

Last year dd took and lifeguarding course and a hair cutting/ hair styling course. They weren’t cheap but they are useful life skills. Today she gives my other kids, neighbors and friends haircuts, lifeguarded a few times.
Another idea is if you can allow dd to do an activity for younger kids sundays or motzai Shabbos like art, baking, or dance, charge each kid $5 a time and then she can use her earning to buy something special she wants. Lots of teens in my neighborhood do that.
