Don't bother a newborn with a lot of faff just so you can get cute photos.
Keep it simple for the two year old. Animal costumes are good at that age. He might not like having anything on his head.
You can do your family themes and cute photos in a few years, when the children are old enough to understand and enjoy it.

FYI, when my DD was 2, we made her costume together. It was a butterfly and on each of the 8 sides/parts of the wing, we did as a separate art project. We had stickers, stamps, finger paint, crayons, ..... I dressed her in a black shirt and leggings. When I went to put the wings on her she freaked. Although she was happy to pose for pictures holding the wings, proud of her art project.
B”H is is now much older and fairly well adjusted.

You can dress them as two sisters instead of brothers. I always dressed my two year old boys as a girl when they were two. I enjoyed having a daughter for a day.

My advice is finding something that feels as much as a regular outfit as possible, and even then they may not wear all the parts of the costume at these ages.
Carter’s has a lot of cozy and cute baby costumes.
