Would like to make individual shepherd's pies. But really need something basic, tried and true, kosher for pesach. Preferably with exact amounts .

Never done that. But if you get a recipe for a 9 x 13 pan then that should be about the same as 12 muffin tins. Works for cake mix!

I've done this in individual mini loaf tins with a sweet potato mash topping

You can also use your regular recipe and just sub mashed potatoes in place of any breadcrumbs or chometz binders.
