First of all, hugs.
Secondly- you ask for emergency program. Is she at risk for self harm? If so, hatzalah may be your best bet.

I want to give hugs as well! I've been in the same boat. It's a long and difficult road! It's important to try to keep a good relationship with your child as they really need you now more than ever! I would suggest that you seek out a good social worker who she can speak to as well as a good psychiatrist to help her regulate her emotions. I called Relief @ 718-431-9501 and they are amazing at getting you to the right people.Daven to Hashem to send you the right messengers! My tefillos are with you and her!

Have you spoken with Kesher Nafshi? They seem to have a lot of resources for these kids. They're a tremendous help for my friends who have kids who are struggling.
