Me & my daughter both got at 11. I wouldn't be concerned unless she is very short because often girls don't grow much after .
I am 5-1 btw and my daughter is 5-2 but she is 14 and there is a possibly she'll still grown but doubt it...

I got my period at 9 and I am 5"4 .my daughter got at 16 and grew quite a few inches after. She was shorter then me b4 and now she's taller then me.
