Salt and pepper kugels made in muffin tins are mushy

I popped them out of the pans, and put in a 9x13. The tops are crispy but bottoms are mushy. They baked for 30 min already, should I bake them for longer?

It's probably top laye, but I would move them to the lowest rack in the oven to bake a little loner
