If you reply by mail and pay expedited fee ( I think about an extra $60) you should get it within 3 wks. I just did this recently and it came very fast - prob before 2 wks). It costs more but not as much as going to one of these quick places

Book refundable hotel reservations for within 2 weeks from now, call for an in-person appointment at your closest passport agency. You pay an extra $60 or something like that per passport but you get it within a couple days of your appointment by in person pickup so you’re not risking mail. Then cancel the reservation. Done this twice, including a baby.
