I googled and found the answer between tissue and TP.
In Israel you can buy precut TP as well as facial tissue. I buy facial tissue. All locally produced tissues here are flushable.
Never flush wet wipes or baby wipes in Israel, they don't dissolve.

I use tissues even not on shabbos!!! Idk how ppl wipe their dirty bottoms with flimsy tiny squares and don’t get their hands stinky

Get some container to store it in and lay it flat- cut layers with a scissors
Easy fast
No mess
To is made to dissolve
Tissue isn’t and over time clogs pipes
Ask any plumber
Tissue use pays their kids” tuitions 😉
