As someone who lives in Israel naming after a terror victim is very beautiful. It is done here. I think Americans wouldn’t understand.

We have 2 kids ending with "-el" and 1 starting with "El-". They don't sound the same at all.
Absolutely no confusion.
eg. Shmuel, Uriel, Eliyahu.

Has a lot to do with how you call them.
I know a family that has a Eliyahu, Eliezer, and Elisheva they call them Eli, Lazer, and Shevi… can’t really tell it’s similar…

My kids have similar sounding names, my siblings had names that are derivatives of each other. I’m fine with it.

My child's morah has a nochum and menachem! I think it's adorable! I don't know if I would do it myself though.

I would absolutely name for a terror victim. Particularly children who died young and will never have children of their own.
