Try preparing a larger snack for him up front. If isn't as hungry when he's done, he will graze less on his own - overall, a larger snack will probably work out to less food than if he continually takes stuff by himself over time.
Some people do better with several smaller meals rather than 3 larger ones. Maybe give him a mini dinner when he gets home and then another mini dinner at actual dinner time.

Switch to the non-American system for meals.
Give him his dinner when he gets home from school — soup, main, side, salad, dessert. Plenty of water. Before bed you can give him a light supper. Something like buckwheat kasha or zucchini latkes.
I guarantee it will cut down on if not eliminate the snacking. And it just makes more sense, especially for kids.
