My son broke a basement window in our house--which means its near the ceiling, but also subject to rain and animals coming in. What is the simplest and cheapest way to fix it?

You need to replace it with glass or other waterproof material and have it properly installed to avoid water intrusion.

It is nit difficult to replace a pane of glass. A handyman can do it or ask for a recommendation from the glass shop.
