I’m not a food safety expert, or or gourmet chef, but I don’t see why not. Meat can be eaten rare, so I would think it is fine. If you want it softer for taste/flavor, I don’t see why you can’t heat it up extra long and finish cooking then. (Obviously not cooking on Shabbos).

Yes. Slice it cold from the fridge.
When you rewarm the slices in the cooking liquid on YT, it will continue to soften.
