First make sure he is drinking enough. If it still smells, it may be an infection.

Is it always? Eating asparagus causes smelly urine but I doubt he eats that every day.

My 3 year old has this also. She drinks regularly and doesn't complain we used to say "smelly pee"--it was a joke--now that she's toilet trained it's not so bad, but she would have really smelly morning diapers. Her doctor had no concerns about her.

He probably doesn't drink enough. When he's thirsty he tells me but he drinks very little
But this is a recent thing and not drinking enuf has been going on a while

Typically unlikely in a boy that doesn't have structural issues. However if you can't contribute to anything else, then you should have his urine tested.
Any family history of diabetes? Any other symptoms?
