My feet are always super dry, rough and peeling, specifically my soles and the bottoms of my big toes. I try to get a pedicure at least once a month but it’s hard to find the time to do so more often. What tried and true maintenance should I be doing on my own more often? I have a scraper but I think it makes it worse..

OP, do you have thyroid problems? There's an anecdotal link between that and thick foot callouses.

If you can go to a podiatrist they have much better tools to remove calluses and hard skin than the pedicure places
You can try a foot mask. I used Dr sholls exfoliating foot peel and layers of dead skin just peel off
You can put Vaseline (or any foot cream) on your feet and put cotton socks over
You can buy exfoliating gloves and massage your feet with them in the bath
