We are planning a 5 day trip this month to either Arizona or San Diego with kids ages 7 to 17. Looking for recommendations on which would be a better choice.

Both are great. San Diego has more to do closer together. Arizona is a ton of driving.

We were thinking to fly into Phoenix but are really open to anywhere. We would like to go to the Grand Canyon and do a Sedona jeep tour but unsure what else.

There is plenty to do in both. But I was only in both places in the summer/spring. There's plenty to do in Scottsdale itself (look at other threads...) in San Diego we did the seal tour which might be open in this weather. As well as the zoo (but I liked the safari much better). There's LA Jolla Coves which we loved. We also did the USS midway museum.
