It looks like her company manages the payroll, but there’s still a payroll company that actually makes the payments and files the forms. In my experience, they would’ve been the one to send the w2, generally automated through a payroll portal.
Obviously that doesn’t happen in her place, which is why on the job training is important. It’s hard to know what you’re never told.

I 100 percent agree that training is needed and the details don't matter. What matters is that OP is being mistreated even if the boss is right technically
