DH has child in his class who belongs in a special school BUT:

1 - Child lives in another nearby town that doesnt have services for the frum community and so he cant be elligible for services in the town where he goes to school (mainstream)
2 - parents dont agree and they think hes completely normal kid with some meshugassim
3 - He may be too high functioning for the special schools but too low functioning for the regular old school class

DH is not managing the class. Kid is not learning much.

Not sure what I want from here. Anyone dealt with such a thing and has advice? Whoever I asked irl doesnt know what to say
Kid cant sit still for a minute so the rest of the class cant be taught

A shadow in class or private tutor, therapist to take him out of class for private learning/help

This is what the administration is for. It's outside the teacher's hands. I mean, of course the teacher can speak to people in the field and get some strategies. But the administration is the one who can make the parents take the action that can actually help a child. If there is a good option for the child. If there isn't,???

Ultimately, it'll be out of DH's hands.

There are certainly lots of things to try (he probably is already doing a few) to help this boy succeed in his classroom. If you want to give us a better idea of age and what he's already tried, maybe there are some ideas we could post.

But at the end of the day, it's between the parents and the administration.

Your husband has to start documenting the disturbances.
It is very helpful for administration to have concrete examples of child’s behavior and effect it has on classroom environment when they approach the parent
Even the smallest things.
And your husband should speak up constantly. It is the only want to get a change.

Is the boy being disruptive to the other kids or just to himself? Like if he can't sit but just walks around quietly, or can't pay attention but plays with his pencils quietly, DH can ignore it (even if it feels distracting, that is different than disruptive). If the child is really disruptive - actively talking to the other kids, throwing things at kids, screaming, taking other kids stuff, that is a different story. What kinds of stuff is said boy doing?
