Strongly disagree. What does with cold water do? Unless you're using soap, which I really don't recommend, a rinse with cold water will not clean your meat or save you from food poisoning.

Absolutely not. Meat is very sensitive it grows dangerous bacteria which cannot be gotten rid of with cooking or anything. Food poisoning is horrendous and it’s not worth it. Most definitely throw it out.

Never use smell as a tool. Bacteria is often odorless. This is how people get food poisoning.

I wouldn’t use it either but the pathogens that cause food poisoning aren’t just in the surface so washing with soap wouldn’t necessarily eliminate them.
There are pathogens like E-coli that are spread by feces and are on the surface of meat. They are killed by heat which is why a steak when cooked rare is safe from e-coli disease but a hamburger cooked rare isn’t. When meat is ground the e-coli contaminates all the meat and so the interior of a rare hamburger would not rise to the temperature necessary to kill the pathogen.
This is also why cooking stuffing inside a turkey is potentially dangerous because the stuffing temperature because the temperature is ideal for certain pathogens to multiply.

I’m sorry, but this shouldn’t even be a question. This is why I get so scared to eat by ppl lately. You can call me crazy, but I won’t get insulted by this. Twelve hours is way too long. Please throw it out and please don’t let anyone tell you different.

Most meats are not bought frozen, unless you live in a very small community with limited access to fresh kosher meat.

I live in Yerushalayim with plenty access to kosher food
But, the meats we buy are always frozen. All the rolls of meats/roasts here are frozen in the supermarkets. (Chicken no, but meat, yes.) Directly from the butcher store, possibly not.
