DD age 11 is very disorganized. She has ADHD, so there are background issues at play.
Her bedroom is a disaster. We worked with a professional on organization and systems etc, but there is still a big struggle. Currently, she has the room to herself, but we need to move in her younger sister soon.
We have tried so many things, I am looking for ideas for rewards for keeping it clean (not food, money, or more possessions), and also consequences for not keeping it clean (not throwing out her things, not bagging them up, not taking away screen time, not grounding her).
Ideas are welcome.

Why not brainstorm ideas with her? She'll feel more positive about it if she helped come up with ideas rather than you laying down the law. Plus, she likely knows best what speaks to her. If it doesn't work you can rediscuss. Even if you end up using your own idea instead of hers, brainstorming with her will show her you're on the same team, trying to help her.
Ideas for rewards could be an outing or spending time with you doing something she likes (a puzzle, a game, art).
Consequences could be having to clean the mess at inopportune times like when she would have gone to a friend. So she'll have less time with the friend than she would have had she cleaned earlier.
