Junees has, also juvenile planet. You can also try Udel, the size M or L would probably fit, they don't do numbers. Fame also has extensive sizing, but might not be as kiddie.
With my daughter, I bought for the width size and then just hemmed a lot of things. There is SO much available now, its a blessing. I try to turn shopping into something fun to do together, and if nothing looks right well, there's always another store. Its never about her or her body. Its that every body is shaped differently and you need to find or fix the things that work for you. And it applies to short people, tall people, heavier people, skinny people, people with tummies, people with hips, and on and on.

I got my plus size 12yo denim skirts in size 20 from teela, junees the cabana brand, pastel. T shirts from petit clair fit her nicely, one from luibelle also cabana brand, pastel has some cute ones that go up to size 20 too.
