How much salt and pepper per lb of meat in stuffed cabbage?

If you're making meat/rice mixture of 25% rice and 75% ground beef for stuffed cabbage, how much salt and pepper do you put per each pound of beef?

3/4 - 1 tsp salt per lb of meat
black pepper as you like it, I prefer 1/8 tsp
