Can anyone describe me please how they look like? I spent over an hour browsing the grocery but couldn't find them!!! I'm from Europe so maybe it doesn't exist here?

look in the cereal section, next to the cornflakes. Might be called porridge oats.

quaker is a brand of porridge oats.

Quaker is just an American brand name. A lot of oats here are sold under their label. They are probably just not sold in your area.

Are there stores with "bulk bins" in your area? Bulk bins are large (covered) transparent containers where a store sells loose grains, beans, dried fruits, nuts, etc. by weight. You just scoop your desired amount into a plastic bag and buy it like that. Oats are almost always included in bulk bins, so if they are available, that would be a good place to look.

Where is here? In the USA they are usually in large cylinder shaped containers in the cereal aisle of the grocery store.
In other countries, I have no idea.

In Israel they're sold vacuum packed with the beans and barley.

Actually, in Israel it depends where you're looking. Quaker (and other brand) oats can be bought in a tin (500g) usually in the "organic" or "natural" food aisle. I've never seen it with the dried beans.
