We just bought in a development in the country. It got back thru the grape vine that a neighbor in the development that has been there for several years is waiting for us to invite them. I thought the new comers are the one that gets invited first as a welcome. Who is supposed to make the fiest move?

If they really wanted you to invite them they would say so.
Don't trust the grapevines. Besides, if they had the nerve to tell you through the grape vines, well they are just strange imho.

As far as I know the ones who were there first invite the new ones to welcome then, but it doesn't mean that's what it has to be. You should make an effort if you want to make friends.

weird.
its more usual for them to invite you but its ok if you invite them- its just strange to send a message to you to be invited.

Very weird. While it wouldn't be impolite for you to invite oldtimers, the usual thing is for oldtimers to invite the newbies to welcome them to the community and as a friendly helping hand, knowing that when ppl first move in most of their belongings are still packed, they have not yet laid in any provisions and preparing meals is not easy.
And furthermore, how are the newbies supposed to know who's who to invite?
I would ignore hearsay, btw.
