I want this skirt in gold, to wear with a navy shell type of top. The back of the skirt is super long. If I hem it to be just above the floor, is there anything I can do with the extra fabric to jazz up a plain navy top? Or should I add interest to the top some other way? The obvious is jewelry, I know...just thought I could somehow get creative with the extra strip of fabric

A flower or bow by your collar.
Buy a coordinating flower and add the fabric to enhance it.
Add a collar to your top.
Make a statement necklace out of it.

With that gorgeous bow as the focal point, I would recommend using the excess fabric to trim the neckline and sleeves of your top and keep the jewelry and other accessories simple.

not sure what a plain top looks like [button down or pullover makes the difference] ... you certainly don't want to look childish and the skirt already has that big bow - so I would opt out of any more bows on your person
on that note ... you can make a hair bow or bow tie to coordinate with one of your kids - maybe/maybe not
