There are lots of non Brits here. Many from Switzerland, Israel, France etc. On Shabbos I met a lovely lady from Vienna. Obviously if you're from here it's easier, but lots of others come and live here.
There is a bullying problem in the schools but it has nothing to do with not being local!
From your original post I feel that Jewish Day/ Broughton Jewish provide what you need. With both, you'll be asked to attend an interview, which is an expensive if you have far to travel. It's easier to get into Jewish High / Jewish Grammar.
Here we do GCSEs at 15 or 16. A few are taken a year early and the bulk at 16. Then the girls go to sem. The boys can stay on to do A levels.
The rents sound good but the houses are small and not always well taken care of. I recommend looking either in Prestwich or on the Salford/ Prestwich boarder. Singleton Rd area. Home ownership is big here. More than in the rest of Europe.
