I think ceramic pans are supposed to be toiveled without a bracha, does anyone know?

Glazed ceramic is toveled with no bracha due to a machloket on whether it needs toveling at all while unglazed ceramic does not need toveling.
But, you know the drill, ask your local orthodox rabbi.

How do I know if it's unglazed?

Generally ceramics are glazed, otherwise they would be rough. But the coating on ceramic pans doesn't look like the glaze on ceramic dishes, I'm not sure what it's made out of exactly. When I bought a ceramic pot and pan I took it to tovel together with something that definitely needed tevila, that is the best way to resolve any issues in this area.
