I see and have heard this term used to describe people but I never really understood what it meant. What characteristics makes someone very fine?

It may have a different meaning in the right wing frum community, but when my friends say someone is fine, they mean he's very handsome, or hot.

The closest I can come up with is something like very eidel, or humble.

Yes, that's what it means - they mean refined - almost elegant. Definitely not "hot".

If it is used in the context of "feinkeit" it means refined. eg she is a very fine person - it is really yidish not english fein

characteristics - whatever the person who made the statement values. But the idea is 'of excellent character'.
