London is on our visit list. We haven’t ever been. Are there accommodation in London or would we have to go to Manchester? Like shuls and food?

My daughter went to Scotland for pesach a couple of years. There is a shul and rav there. She said it was beautiful. Maybe that is an idea for you.

We've done Florida a bunch of times, California a few times and Israel.

I am not sure how many ppl you are but that's not a big budget for yom tov. Just staying in Israel cost us 10k. And Florida 5k. Not including airfare. (We were a bunch of ppl though)

We are just a couple-2. Flights were just over $300 to London when I looked last week. I don’t know about any other costs though or what’s available.

Ok then it should be doable, depending on how much accommodations are for Yom tov. We have done it many times but we were much more people so it cost a lot.

Could you give a name of hotel? Shul? City? Is Manchester the only option?
