Are there usually catered getaways for Shabbos Chanukah? Has anyone advertised one already?
Alternately, if we want to go away without an organized program and do the food ourselves, where could we go? Is there a nice hotel near a place with snow tubing, ice skating, other winter fun for families?
We live in NY but would drive to NJ, CT, PA...

that's why for sure a kosher program is preferable, I would also imagine hotels everywhere will be booked

Chabad of the Poconos often does a program at either Kalahari or in Scranton. You could check their website or email them. If not, there are a few nice hotels in Scranton (Hilton, Raddison) where you could stay and make your own Shabbos. They're only a 10-15 minute walk to local shuls, and about a 15 minute drive to Montage Mountain, which has skiing and snowtubing.

Here's the one in Scranton that I mentioned: https://drive.google.com/file/...../view

And here's one in Vermont that's geared toward skiers: https://www.kosherskitours.com/

Revach does a Shabbos Chanukah every year in Ocean Place in Deal. Really nice!

we are ashkenazi, JPF, would not feel comfortable where everyone is chassidic nor where everyone is modern

The Scranton Shabbaton would be perfect for you - really friendly, mixed, diverse crowd, definitely not majority chassidic or modern
