I bought some almond flour a while back. Didnt use it. Didnt open it.
Could I technically use it on pesach? How or why would this need a klp hechsher?

The problem can be the processor or whatever machine they used to crush the almonds. If they’re using the same processor for other foods that’s your problem.

Does it have a year round hecksher? You can contact the certifying body and they’ll let you know if that particular package is ok for Passover.

I would check with manufacturer and/or kosher certification.

I am somewhat skeptical to use things which don't have KLP because the machinery could be used for crushing chametz and/or for kitniot during the rest of the year and before pesach they clean and kasher the machines and then start with the pesach produce. And I certainly wouldn't trust any Israeli random employee who is answering the phone telling you "it's OK to use it". If you can't get hold of the mashgiach of that plant who produced the almond flour I personally wouldn't use it.
