Can I turn food-grade essential oils into an extract?

(I know I can't literally turn them into an extract.) I have a food grade essential oil for flavoring, but I'm scared to use it. Is there a way to dilute it to the strength of a regular flavoring extract?

I know I probably could put it in oil, but then how much essential oil to how much carrier oil? And is there anything else I could use so that I can put it in a recipe that I can't put oil into?

You can mix it with a neutral oil to dilute. But I would just use a small amount and it will dissolve into the food on its own.

The company says to dip a toothpick into the oil and then into a cake batter. That means there is no measurement for anything smaller than a cake.

With the scarier oils like peppermint, should I even risk it? I heard that they can easily be poison.

But if there is a safe way to dilute it, then I can do the dilution once and from then on only use the safely diluted mixture.

If a toothpick amount in a cake is safe, then a toothpick in about a teaspoon of carrier oil, used in no greater concentration than flavoring in a cake, should be fine.

(My logic is that usually you use about a teaspoon of flavoring in a cake.)
