I believe it needs to be braised and/or low and slow cooking in order to be tender. You can arrange onion on bottom of a pan, lay steak on top, rub garlic, olive oil and generous amount of salt all over steak. Add a bit if water around the sides. Cover and bake at 325 for 2.5 - 3 hours. If you'd like you can glaze it with your fave sauce and bake uncovered for the 30 minutes of cooking.

Just wanted to thank posters here...
I curled up the mock tender roast (full roast not steaks) on a bed of onions in as small a pot as I could manage, spiced it, added a small amount of liquid and cooked on low for 3-4 hours covered (braising) turning once or twice and it was FABULOUS! Butter soft yet still coherent enough to be sliced. Super picky kids fought over leftovers. Thank you all for your guidance!
