So he’s insisting on going and wearing a mask and staying apart from people. Does that really help if others aren’t wearing masks?

If shuls are not taking precautions, your dh and day should not attend. Period.

It helps if he is wearing an N-95 mask, touches nothing (or uses gloves which he removes), purells, and makes sure not to touch his face at all.
Looking down from the balcony at my own supposedly socially distanced, masked shul, this is not an area in which most men excel. I cringe as I keep seeing these men touch their eyes, etc.
