As far as I can tell, this offer is only for people who have a registered US address.
I tried to sign up, and was immediately rejected because I couldn't give them a state and zip code - seeing as how I live in Israel.
I'm still a US citizen, though. I guess if I wanted to sign up using a friend's address in the States I could.
