I saw on their kids size chart that size ten dresses are 20 inches? Is that right? Do their dresses not fit over the knee?

Each item different. They have many different companies and as you know the sizing these days is off. If they say a particular size is x inches long, that's accurate. My nieces buy from Israel based on measurements of model as posted online for each particular piece.

They have a general size chart on the website, not on each item.

My nieces are teens and must be buying the adult sizes.
But either way, I buy for the kids in the store at times and always have to try on since sizing varies.
