I feel like we are playing broken telephone. You never called OP abusive, but you did say that consequences are abusive.
You say you didn't tell her to backtrack but you did tell her that if she gave a consequence she should take any partial effort he makes, and consider the consequence completed, and move on. Which a lot of these kids is the same thing.
