I think it depends on age of child and if boy/girl. Something along the lines like boys are obligated to be educated, so not maaser? Not sure. Please let us know if you find out!

There are different opinions. Age and possibly gender come into play. According to my rav, yes over are 6.
(Yes but better not to because the money from tuition is not part of your income determined on rosh hashona)

If the latter is true why does anyone ask for a tuition break?

Because not everyone holds this way.
And maaser doesn't cover much of tuition if one has multiple kids.

Maaser can only be taken AFTER you earn the money. You cannot take maaser in advance.
So even if your rav allows you to pay with maaser (which ours does not), you have to be paying with last year’s maaser, not the future year

Ahh good point you're right I don't have enough maaser to cover my kids tuition.

My rav said that any money OVER the cost to educate my child can be considered maaser (meaning, we pay full tuition and the school charges more to cover other kids who aren’t paying much).
We asked the school how much it costs to cover our child’s education and they said $7k. We pay $12k/child (that’s the full tuition cost) and count $5k/child’s tuition towards maaser.
